Resolved: That the minutes of the last formal meeting of the Disabled Access Scrutiny Task Group held on Tuesday 2December 2014 be approved and signed by the Chair as a correct record.

Public Participation

At this point in the meeting members of the public who have registered to speak regarding an item on the agenda or an issue within the Task Group’s remit can do so. The deadline for registering is 5pm the working day before the meeting, in this case 5pm on Wednesday 11 February 2015.

Filming or Recording Meetings

Residents are welcome to photograph, film or record Councillors and Officers at all meetings open to the press and public. This includes the use of social media reporting, i.e. tweeting.  Anyone wishing to film, record or take photos at any public meeting should contact the Democracy Officers (whose contact details are at the foot of this agenda) in advance of the meeting.

This report presents information gathered to date in support on the scrutiny review of Disabled Access to York’s Heritage & Cultural Offer, together with the Task Group’s draft recommendations for their consideration.

Members considered a report which presented information gathered to date in support on the scrutiny review of Disabled Access to York’s Heritage & Cultural Offer, together with the Task Group’s draft recommendations for their consideration.

 

A updated copy of the draft final report had been circulated to Task Group Members which showed some changes to the wording of the proposed recommendations based on feedback which had been received from the Assistant Director since the report had been published as part of the agenda papers. Members were advised that these changes ensured that each recommendation was appropriately attributed to the correct organisation taking into account the shift of the council’s cultural team to the new ‘Make it York’ organisation. Members were asked to consider if any further changes were required to the draft final report and specifically the draft recommendations.

 

With regard to the wording of the report, it was suggested that  paragraph 2 be expanded to provide more detail on the background to the topic being put forward for review by Councillor Barnes.

 

Members discussed the draft recommendations in detail and agreed amendments to the wording of some of the recommendations.  The Scrutiny Officer explained that the suggested order was to make it clear that some of the recommendations were directed to the City of York Council and some to Make it York and also to reflect the significance of some recommendations over others. Councillor Barnes felt that it would be better to list the City of York Council recommendations first followed by the Make it York recommendations and other members confirmed they were happy with this arrangement.

 

Resolved: 

 

(i)           That the amendments to the draft final report be agreed.

 

(ii)     That the draft recommendations listed in paragraphs 82-84 of the report be agreed, subject to the amendments to specific recommendations and the order of the recommendations agreed by members

 

Reason:  To conclude the work on this review in line with scrutiny procedures and protocols thereby enabling this draft final report to be presented at the next meeting of the full Learning & Culture Overview & Scrutiny Committee.
